This property consists of an 86,000-square-foot, four-story residence hall and a single-story commons building at CSU Dominguez Hills, which was completed as a collaborative design-build ($55.87 M) project in late 2020. State-enforced restrictions related to the COVID-19 pandemic began in March 2020, and a portion of construction occurred during this time period. Based on our experience, projects completed during this timeframe often experienced reduced levels of construction oversight.Marx Okubo was engaged to perform an assessment on reported issues that included extensive drywall cracking across multiple areas and floors, corrosion at exterior building envelope sill flashing, and mechanical systems performance issues. Our team conducted the assessment utilizing a phased approach with an initial visual based observation and review of the as-built drawings. Based on our observations we recommended and performed a limited invasive investigation, primarily on the interior partition to exterior assembly conditions and select exterior building envelope assemblies, select exterior partition to ceiling assemblies to ascertain the condition of structural framing behind drywall, and an evaluation of the condition of mechanical equipment and material testing of adjacent soils. The team also performed an in-depth review of the soils report and interviewed key personnel related to site preparation and grading. Marx Okubo was able to determine that much of the cracking was due to the presence of expansive soils, incorrect site preparation, incorrect site drainage, structural framing issues, incorrect material selection and other reported issues. Marx Okubo proposed several remediation strategies to the campus with cost and schedule estimates and impacts. We recommended crack surveying to document, track, and report on any ongoing or new cracking until remediation efforts are implemented. The campus is evaluating the available options and funding and the work is currently on hold.
