To replace an aging headquarters facility for the United States Navy’s Pacific Southwest fleet, a Public/Private Partnership (P3) was formed between Manchester Financial Group and the United States Navy. In exchange for the ability to develop land parcels, including the existing Navy facility and surrounding parcels, Manchester Financial Group agreed to construct a new headquarters building for the Navy. As both parties agreed that Manchester would retain a construction consultant to represent the Navy’s interests, Marx|Okubo was selected as the consultant based on our firm’s experience and first-rate reputation.
Since the facility would be constructed on federal land, local government agencies would not have jurisdiction on the property. There needed to be an entity to perform as the Authority Having Jurisdiction (AHJ), or in essence, a building department to review construction documents for overall conformance to the project design criteria. Given Marx|Okubo’s role as the construction consultant and ability to streamline efficiencies, both Manchester and the Navy agreed to Marx|Okubo also serving as the AHJ for the project. Marx|Okubo participated in the design meetings to advise on behalf of the Navy. Once design was ready to be reviewed for conformance to the design criteria, Marx|Okubo’s knowledge and understanding of the building allowed for a more efficient review and enhanced project quality.
